วันที่ 8 มกราคม 2026 เวลา 00.01 น. ตามเวลาสหรัฐอเมริกา ทำเนียบขาว สหรัฐสหรัฐอเมริกาเปิดเผยประกาศของ นายโดนัลด์ ทรัมป์ ประธานาธิบดีสหรัฐอเมริกาลงนาม และประกาศบันทึก หรือ Presidential Memoranda สั่งการไปยังหัวหน้าของฝ่ายบริหารรัฐบาล รวมถึงหน่วยงานของรัฐบาลสหรัฐอเมริกา มีใจความสำคัญดังนี้
บันทึกช่วยจําสําหรับหัวหน้าแผนกบริหารและหน่วยงานรัฐบาลสหรัฐอเมริกา ด้วยอํานาจในฐานะประธานาธิบดีสหรัฐอเมริกา โดยรัฐธรรมนูญและกฎหมายของสหรัฐอเมริกา ผมจึงสั่งการ ดังนี้
ผมได้ออกคําสั่งผู้บริหาร 14199 (การถอนประเทศสหรัฐอเมริกาและยุติการระดมทุนให้กับองค์กรสหประชาชาติบางแห่ง และทบทวนการสนับสนุนของสหรัฐอเมริกาที่ทีต่อองค์กรระหว่างประเทศทั้งหมด) คําสั่งผู้บริหารนั้น สั่งให้รัฐมนตรีต่างประเทศในการปรึกษาหารือกับผู้แทนสหรัฐอเมริกาประจําสหประชาชาติ เพื่อดําเนินการทบทวนองค์กรระหว่างรัฐบาลระหว่างประเทศทั้งหมดที่สหรัฐอเมริกาเป็นสมาชิก และให้เงินทุนหรือการสนับสนุนอื่น ๆ ทุกประเภท และอนุสัญญา และสนธิสัญญาทั้งหมดที่สหรัฐอเมริกาเป็นภาคี เพื่อพิจารณาว่าองค์กร อนุสัญญา และสนธิสัญญาใดขัดต่อผลประโยชน์ของสหรัฐอเมริกา
